Housing construction in Germany. Where is there still potential?

In 2025, just under 207,000 new homes were completed in Germany. This was the lowest figure in over a decade. The federal governments “Bauturbo” initiative (Fast-Track Construction Initiative) and amendments to planning law are intended to speed up construction and streamline planning approvals. However, a number of structural obstacles remain, such as 16 different state building codes, thousands of DIN standards, expensive project financing, a shortage of skilled workers and, possibly, hesitant local authorities. 
Participants will discuss which measures currently offer the greatest leverage for accelerating housing construction in Germany.  How can private capital be mobilised for housing construction? And what potential do industrialised construction methods and modular construction offer?
